Data reading instructions for the France Foncier+ portal
France Foncier+ collects and uses various types of data to identify and observe economic land.
Two types of data are integrated into France Foncier+: data on the search for land availability and data on the observation of economic land. The objective is to provide useful, reliable and up-to-date information, respecting user licenses, to meet the needs of companies and public decision-makers.
1. Data on the search for land availability
As part of the mandate received by the ministries of the ecological transition and industry for the creation of the economic land national portal, the Banque des Territoires and Cerema have initiated a national collection of land availability from local authorities.
Thus, the land available for development in the portal was supplied by the public institutions for intermunicipal cooperation (EPCIs), the regions, the regional economic development agencies and the organisations supporting these structures (see details by region in section 3 at the bottom of the page).
This data provided by local stakeholders makes it possible to present an up-to-date and accurate view of available land while ensuring consistency with the land strategies of the territories. Data owners are contacted every three months to update the land availability in their territory and thus guarantee the reliability of the data displayed.
Land availability is measured and displayed at the scale of the economic site and not the plot, which means that the hectares available on an economic site are not necessarily contiguous.
In accordance with the new CNIG standard for Economic Sites, the data provided by the territories covers the following elements:
- Name of the economic site (business park)
- INSEE code of the municipality of the economic site
- Section number (identifier)
- Plot number of available economic site
- Type of site (undeveloped, built or mixed)
- Available land area
- Available built area
- Surface area of the land that can be used
- Availability date
- Type of acquisition (sale or lease)
- Sector vocation
For these availabilities, context data from national databases is used to enrich the content of France Foncier+ with precise geographical, economic and environmental information.
- Transport infrastructure: the proximity of transport infrastructure is calculated from the database of the National institute for geographical and forestry information – IGN (2023). Calculation methodology associated with transport infrastructure:
- Motorway network: the site is eligible if there is a motorway access within 5,000 metres of the economic site.
- Railway network: the site is eligible if there is a passenger station within 10,000 metres of the economic site.
- Port network: the site is eligible if there is a port within 20,000 metres of the economic site.
- Airport network: the site is eligible if an aerodrome is less than 20,000 metres from the economic site.
- Public transport network: the site is eligible if a bus, metro or tramway station is less than 10,000 metres from the economic site.
- Resources:
- Data on industrial water samples is taken from the National bank for quantitative water samples – BNPE (2021).
- Calculation method associated with water for industrial abstraction: the site is eligible if a water sampling point is located on the economic site.
- Data on energy connections and capacity is taken from the Open Data Réseaux Energies (2021).
- Calculation methodology associated with the electrical power supplied: the site is eligible if an RTE substation is located on the economic site.
- Calculation methodology associated with connection to the gas network: the site is eligible if a natural gas delivery point is located on the economic site.
- Calculation methodology associated with the proximity of a datacentre: the site is eligible if a datacentre is less than 50,000 metres from the economic site. If a datacentre is less than 10,000 metres from the economic site, this increased proximity is specified.
- Calculation methodology associated with connection to the electricity network: the site is eligible if an electricity delivery point is located on the economic site.
- Data on competitiveness clusters is provided by Business France (2022).
- Data on high-speed Internet and industrial 5G is taken from the database of the Regulatory authority for electronic communications, postal services and press distribution – ARCEP (2021).
- Calculation methodology associated with industrial 5G: the site is eligible if an industrial 5G antenna is located on the economic site.
- Calculation methodology associated with fibre optics: the site is eligible if the municipality of the economic site is more than 80% connected to superfast broadband.
- Data on industrial water samples is taken from the National bank for quantitative water samples – BNPE (2021).
- Geography and environment: data on the Seveso classification (industrial sites presenting major accident risks) is taken from the Georisque (2022) portal.
- Calculation methodology associated with Seveso sites: the site is eligible if a SEVESO establishment is located on the economic site.
- Training: data on existing training in the territory is taken from the database of the National Office for Information on Teaching and Professions – ONISEP (2023).
- Calculation methodology associated with training data: Top 3 most represented training courses in the département of the economic site. These courses, which have been classified by sector, are offered in higher education. Once they have graduated, the persons who have completed these courses form a skilled workforce.
- Services: data on cultural services, economic services, local public services, convenience stores and universities comes from IGN databases (BD Topo, 2023).
Calculation methodology associated with service data:- Catering services: the site is eligible if a restaurant is within a radius of 500 metres of the economic site.
- Hotel services: the site is eligible if a hotel is within a radius of 1,000 metres of the economic site.
- Banking services: the site is eligible if a bank is within a radius of 1,000 metres of the economic site.
- Nearby store: the site is eligible if a store is within a radius of 1,000 metres of the economic site.
- Cultural services: the site is eligible if a cultural service (museum, theatre, etc.) is within a radius of 1,000 metres of the economic site.
- Nearby universities or research centres: the site is eligible if a university or research centre is within a radius of 1,000 metres of the economic site.
- Local public services: the site is eligible if a local public service is within a radius of 500 metres of the economic site.
- Economic fabric: data on regional aid (AFR) available in the territory and aid for rural revitalisation zones (ZRR) is taken from the Aides-territoires (2023) government databases.
Calculation methodology associated with the economic fabric:- Aid available in the territory: classification of the municipality of the economic site in the AFR aid database.
- Rural revitalisation zone aid: classification of the municipality of the economic site in the ZRR aid database.
All data sources are listed at the bottom of the detailed sheets, and the Last updated date indicates the date on which the site qualifications were last calculated.
2. Economic land observation data
Map data
Three mapping backgrounds are available on the France Foncier+ portal:

France Foncier+ allows users to observe economic land through a series of map layers providing information on the territory. These layers are user selectable and can be conditioned to a certain zoom level.
Economic sites
The Economic sites layer displays the contours of the economic sites, which can come from data provided by the EPCIs via the @zaé system of the Banque des Territoires, the land files of the Cerema or the IGN (BD Topo).
Users of France Foncier+ can also use the Other potential sites layer to view potential economic sites identified by Cerema using data from GéoPortail de l’Urbanisme. These sites are planned with a stated regulatory vocation to host a typical economic activity (such as industry, commerce, tourism, crafts, ports, airports, or logistics) or mixed, and must be largely (at least two thirds) free for construction. They are classified as already urbanised (U zones of the Local Town Planning).
These potential Other Host Sites have not been formally validated by the local authority. In addition, contact with the intermunicipality and/or municipality where the economic site is located is required to confirm its availability.
Administrative division
The user can select four layers to display on the map the administrative boundaries of the regions, departments, intermunicipalities (EPCIs – public institutions for intermunicipal cooperation) and municipalities.
The database used for the administrative breakdown is that of the IGN (2023).
Town Planning
The Local Town Planning layer allows the user to view the local town planning, a regulatory document that defines the rules for development and construction in a municipality or intermunicipality, thus determining the use of the land (urban, agricultural areas, to be urbanised, etc.).
The database used for the Local Town Planning layer is that of the Géoportal de l’urbanisme (2023).
National programme
The Industrial Territories layer identifies the intermunicipalities that are part of the phase 2 national Industrial Territories programme (2023-2027), which aims to strengthen industrial development in areas with high potential but facing economic challenges.

3. Further explanations on the data submitted by the regions
Bourgogne-Franche-Comté: method for relaying the available economic land supply to the France Foncier+ national portal
The compatibility of the data standard deployed in the Bourgogne-Franche-Comté region with the national standard of economic land, facilitates the visibility of the economic sites listed on OFER-BFC on the France Foncier+ portal.
For the launch of the France Foncier+ portal, the AER sent the Banque des Territoires a file extracted from OFER-BFC (standardised in CNIG format) containing 103 economic land offers with a minimum surface area of one hectare of a single unit and immediate availability for the establishment of companies because land is serviced, publicly controlled and in the process of being marketed.
The reliability of the data available on OFER-BFC is based on the updating of the information by the EPCIs managing economic land. To adapt to the engineering resources available in the territories, the OFER-BFC regional observatory allows EPCIs to update data via three processes:
EPCIs can first use the tools deployed by the observatory, in particular the vMap “economic sites and land” deployed in OFER BFC, to update their data online as they go along.
For EPCIs with their tools and wishing to deploy data describing the sites and economic areas into their geographic information system, they can send their files directly to the observatory in a standardised format according to the recommendations of the CNIG.
- Lastly, in the absence of one of the two previous options, the Regional Economic Agency in charge of consolidating the data in the observatory conducts a review of economic land with the EPCIs to ensure the complete renewal of the data at a rate of one-third of the Region’s intermunicipalities per year.
The “Turnkey industrial site” and “France 2030 turnkey site” labels
The “Turnkey industrial site” label was launched by the government in 2020. This system identifies sites that are immediately available due to the anticipation of procedures and studies upstream. Although these sites are integrated into France Foncier+, they are not subject to a specific filter and the turnkey nature must be confirmed by the contact identified on the detailed sheets.
The “France 2030 turnkey site” label covers 55 sites announced in 2024 with the aim of offering ready-to-use land by 2030. The winning sites will be able to benefit from customised support from State services and public operators (Banque des Territoires, ADEME, Business France, etc.) to enable them to speed up administrative and regulatory procedures and pre-development work in order to be ready as quickly as possible for the installation of industrial companies. These sites are gradually being integrated (particularly for those whose availability is almost immediate) and are already subject to a specific filter on France Foncier+.
